Basic Tactical Training Courses

BALLISTIC SHIELD (2 days)

Learn several methods of ballistic shield deployment for use during room clearing, staircases, and wounded recovery. One/two officer shield use. Live fire exercise included.

BASIC TACTICAL (15 days)
For officers recently assigned to a tactical or perimeter control team. Introduction to basic tactics and techniques, team organization and structure, searches and room clearing, warrant service, covert movement, barricaded suspect situations, chemical agents, less lethal options. Practical training exercises.

STEALTH MOVEMENT (2 days)
Stealth entry techniques including invisible deployment, movement in hallways and staircases, room clearing, clearing of suspect’s stronghold position. Practical training exercises.

Prerequisite: Students must be in excellent physical condition
A course designed to provide the student with beginning climbing skills necessary to rappel safely. Emphasis is placed on knots, anchor systems, introduction to equipment to aid in both ascension and descension and includes alternate methods of rappelling. This course can be a first step to becoming a rappel master. It is recommended that students supply their own safety equipment including climbing harness, rappel gloves, steel locking carabineer, rescue-8 and safety helmet. Other climbing gear and ropes will be supplied.

DYNAMIC ENTRY HIGH-RISK WARRANT SERVICE (5 days)
This course is designed for members of tactical/gang/drug or any other specialty unit. Warrant planning, intelligence gathering, reconnaissance, diversion methods, speed/timing/surprise, dynamic entry, breaching, limited penetration and contain and call out.

Tactical Training Courses

HOSTAGE RESCUE (5 days)
Follow-up to Basic Tactical training. This course covers crucial aspects of hostage rescue operations including hostage rescue concepts, immediate action rapid deployment, negotiating concepts, hostage rescue force options, open air option, stronghold and vehicle options.

HOSTAGE RESCUE – EXPLOSIVE FORCED ENTRY (10 days)
This course consists of hostage rescue training as above but with the addition of critical safety issues – calculating net explosive weight, safe stacking distance, and internal overpressure, breaching report documentation, breaching wood/metal doors – both internal and external, defeating barricaded doors, charge placement drills, action on misfire, multiple breach point entries, developing standard operating procedures, stronghold analysis, breacher’s aide memoir.

TACTICAL OPERATIONS – WINTER CONDITIONS (5 days)
A course designed for tactical units that operate in extreme winter conditions. How adverse conditions affect team deployment and equipment, and how to overcome difficulties presented by winter – weapons selection, chemical munitions, specialty impact munitions, clothing selection, and winter survival skills

TACTICAL RAPPEL MASTER (5 days)
Prerequisite: Students must be in excellent physical condition and have completed BASIC TACTICAL RAPPEL within past two years
This course includes instruction as noted in the Basic Tactical Rappel course, but with special emphasis on static rappels and rescue systems. It is recommended that students supply their own safety equipment including climbing harness, rappel gloves, steel locking carabineer, rescue-8 and safety helmet. Other climbing gear and ropes will be supplied.

Tactical Negotiations Training Courses

TACTICAL NEGOTIATIONS – LEVEL 1 (1 day)

This course is designed for patrol first responders to critical incidents. Topics to be covered include negotiating concepts and methodology, communication techniques, surrender and transition techniques. Course provides student with essential crisis resolution skills.

TACTICAL NEGOTIATIONS – LEVEL 2 (3 days)
Prerequisite: TACTICAL NEGOTIATIONS – LEVEL 1 course
This course is designed for members of tactical teams or individuals assigned to critical incident response teams (CIRT). Topics to be covered include negotiating concepts and methodology, communication techniques, surrender and transition techniques, CIRT team structure, team management, hostage taker profiling, tactical intervention options, emotionally disturbed person profiling. Course provides student with advanced crisis resolution skills.

TACTICAL NEGOTIATIONS – LEVEL 3 (5 days)
Prerequisite: TACTICAL NEGOTIATIONS – LEVEL 2 course
This course is for the experienced negotiator. Topics include psychological/psychiatric intervention and its effect on the negotiating process, advanced communication and negotiating strategies, in depth study of inquest and public inquiries, critical incident debriefing skills and the after-action report process. Students will enjoy workshop activities, role playing, guest lectures by mental health professional (subject matter expert), and practical exercises. Students will come away prepared to negotiate during the most volatile critical incidents.

M.O.E Courses

M.O.E. MANUAL BREACH – LEVEL 1 (1 day)

This course is designed for tactical team/gang/drug/specialty units. Includes breaching methodology, tactics, tools, techniques, planning considerations and safety concerns regarding safe handling of heavy equipment.

M.O.E. MANUAL / BALLISTIC BREACH – LEVEL 2 (2 days)
Prerequisite: M.O.E. MANUAL BREACH – LEVEL 1 course
This course is designed for tactical team/gang/drug/specialty units. Includes breaching methodology, tactics, tools, techniques, planning considerations and safety concerns regarding safe handling of heavy equipment. In addition, course includes ballistic breaching methodology, understanding frangible projectile performance and capabilities as it applies to special operations. Live fire practical training exercise.

M.O.E. MANUAL / BALLISTIC / THERMAL BREACH – LEVEL 3 (3 days)
Prerequisite: M.O.E. MANUAL / BALLISTIC BREACH – LEVEL 2 course
This course is designed for tactical team/gang/drug/specialty units. Includes breaching methodology, tactics, tools, techniques, planning considerations and safety concerns regarding safe handling of heavy equipment, ballistic breaching methodology, understanding frangible projectile performance and capabilities as it applies to special operations. Live fire practical training exercise. Also includes use of thermal lance and high temperature cutting tools, fire hazard risks, other risk and planning considerations. Demonstration and opportunity to use thermal breaching during practical training exercise.

M.O.E. MANUAL / BALLISTIC / THERMAL / EXPLOSIVE FORCED ENTRY – LEVEL 4 (10 days)
MASTER BREACHER
Prerequisite: M.O.E. MANUAL / BALLISTIC / THERMAL BREACH – LEVEL 3 course within two years
For tactical team/special operations. Personal Defense Trauma Courses

CTOA PERSONAL DEFENSE TRAUMA CARE

The CTOA Personal Defense Trauma Care course is aimed at the police officer, who often finds himself or herself working alone, with no immediate back-up. Hence, their need to be able to perform life-saving procedures calmly and under great stress, on themselves or on a buddy, is greatly intensified.

Chemical Munitions & Distraction Devices Courses

CHEMICAL MUNITIONS USER (5 days)

Designed for tactical/gang/drug/specialty unit members. Course provides introduction to chemical munitions including CN, CS, OC, and smoke. Students will learn history, methodology, delivery systems, safety concerns and planning considerations.

LESS LETHAL / SPECIALTY IMPACT MUNITION USER (5 days)
Designed for tactical/gang/drug/specialty unit members. Course provides introduction to specialty impact munitions including 12 gauge, 37mm and 40mm projectiles (bean bag, sock round and baton round). Students will learn history, methodology, delivery systems, safety concerns and planning considerations.

DISTRACTION DEVICE USER (5 days)
Designed for tactical/gang/drug/specialty unit members. Course provides introduction to flash sound distraction devices. Students will learn history, methodology, delivery systems, safety concerns and planning considerations.

Chemical Munitions Instructor Certification Courses

CHEMICAL MUNITIONS INSTRUCTOR CERTIFICATION (5 days)

Prerequisite: CHEMICAL MUNITIONS USER course within past two years
This course will provide the student with a comprehensive exposure to chemical munitions operations and effective teaching methods as it applies to the safe handling of chemical munitions. Includes classroom, range exercises and operational deployment.

LESS LETHAL / SPECIALTY IMPACT MUNITION INSTRUCTOR CERTIFICATION (5 days)
Prerequisite: LESS LETHAL / SPECIALTY IMPACT MUNITION USER course within past two years
This course will provide the student with a comprehensive exposure to specialty impact munitions operations and effective teaching methods as it applies to the safe handling of SIM. Includes classroom, range exercises and operational deployment.

DISTRACTION DEVICE INSTRUCTOR CERTIFICATION (5 days)
Prerequisite: DISTRACTION DEVICE USER course within past two years
This course will provide the student with a comprehensive exposure to distraction device operations and effective teaching methods as it applies to the safe handling of NFDD. Includes classroom, range exercises and operational deployment.

Explosive Ordinance Disposal

Each course is geared primarily to first responders among police, fire, CBRNE and EMS personnel. The series would also be of interest and benefit to security managers in government and industry. Certified bomb technicians in law enforcement and the military would also pick up some useful information and see some items they have never seen before.

PRINCIPLES OF EXPLOSIVES AND PROPELLANTS, INCLUDING COMMERCIAL, MILITARY AND HOMEMADE PRODUCTS (1 day)
This course is for the police patrol officer and building security personnel. It is designed to acquaint the student –who has had little or no exposure to the subject of explosives, with their recognition, uses and hazards. It offers recommended procedures to be followed if any of the items are found in a vehicle, on property or inside a building. Course covers 19 subject areas.

The course material involves PowerPoint presentations and inert representative samples of all items that will be passed around to students for handling– and to generate questions.

PRINCIPLES OF IED CONSTRUCTION, COMPONENT FUNCTION AND HAZARDS (1 day)
This course is for police first responders and security managers in government and industry. This is a basic course instructing on the components of improvised explosive devices, the function of the various components, containers, methods of concealment, and hazards involved and how to assess them. Practical procedures are discussed as to how these devices should be dealt with when found in, on, or around a vehicle, on residential or commercial property or inside a building. Students will have the opportunity to handle inert examples of all of the items used in the course. The course will include PowerPoint slides, posters, display boards, simulated explosives, simulated IEDs and a broad group of components. All simulated explosives are inert and safe. Course covers 23 subjects.

BOOBYTRAPS AND VICTIM-INITIATED DEVICES (1 day)
Boobytraps are extremely dangerous devices and may be used singly or in multiples in the same device. They are also frequently used by illicit drug manufacturers to protect their territory and operation. This course is primarily for law enforcement first responders, and has content of interest to military and police bomb technicians. It reviews the basic operating principles of a wide variety of boobytraps (“victim-initiated detonating systems”) and covers their construction and function in detail. It also discusses possible “gagging” and RSP approaches that may successfully defeat some types of boobytraps. Military boobytraps (“demolition switches and firing devices”) from several countries and eras will also be discussed, with actual examples shown. Concealment techniques will be demonstrated.

SEARCHES AND COUNTERMEASURES (1 day)
Explosives and Improvised Explosive Devices, chemical, biological and radiological devices have different characteristics and threat levels for first responders and the public. They may be out in the open and plainly visible, or well-concealed in a vehicle, in a building, in a storage compound, or buried below ground. This is a basic course for first responders, police officers doing vehicle searches (at checkpoints, vehicle stops and parking lots) and security personnel undertaking a building search. The purpose of this course is to instruct personnel who have limited knowledge of explosives, IEDs and WMDs to conduct various types of searches, with maximum safety to themselves, colleagues and the public; it will introduce them to the instruments, tools and countermeasures techniques available to them, to make their job safer.

Search exercises of vehicles and the building will be conducted to discover actual hidden devices.

X-RAY IMAGING, IDENTIFICATION AND INTERPRETATION (1 day)
This course is for security screeners, and also first responders and bomb technicians who may have access to portable x-ray equipment.

It is a review of explosives, IED components, firearms and ammunition, and military ordnance items, stun guns and other conducted energy weapons, and other threat items. The operating principles of portable and static x-ray imaging systems and the comparative advantages of each will be covered. A comparison will be made between monochrome and colour x-ray imaging.

Power sources, switches and timers, arming systems and devices, boobytraps, detonator types, and assorted containers will be shown and discussed. Hundreds of component x-ray images will be shown and discussed, and the student will learn the significance of different features of the images and what they represent—particularly the hazards to the operator and the public.
